Late in 2021, the phones of U.S. diplomats in Uganda were hacked. Charles Thorson, a global security analyst with RANE, says the incident highlights a trend in which smaller countries have become much more aggressive in human intelligence activities, while at the same time appearing to give little weight to the possibility of sanctions in response to their actions.
